Chennai Egmore to Kanniyakumari Doubling reg.

Respected Sir/Madam,

 SUB: Chennai Egmore to Kanniyakumari Doubling reg.  

                With due respect, I would like to put forward the following facts for your kind attention and consideration.

                   We NRI are from Gulf Countries. We bring to your notice that we don’t have citizenship facility like US and European countries and we can’t buy fixed assets like house or flat. So any time we will be back to only our home town. Though we are in abroad but our families are in India. Our social status and economic growth also develops due to earning from these countries. We were sending millions of income to our country throughout the year. But still the Government is not providing basic infrastructure facility to our district.

            Nagercoil is one the largest city in the State of Tamilnadu and a Municipality and administrative headquarters of Kanyakumari District. The city is situated close to the tip of the Indian peninsula and is the southernmost city in the Indian mainland. The town was a part of the erstwhile Travancore state, till almost a decade after the Indian Independence in 1947. In 1956, the city and the District were merged with Tamil Nadu.  The district has the highest literacy rate in Tamil Nadu (88.11%). Educational institutions include privately funded engineering colleges (nearly 40 colleges), the state-run Kanyakuamri Medical College at Asaripallam near Nagercoil and many polytechnic colleges and arts and science colleges. Some schools and colleges are more than 150 years old.

                The hilly, undulating terrain in Kanyakumari District is partly forest land and the remaining is covered by rubber, coconut and other plantation plants.The place of interest in Kanniyakumari District is Kanniyakumari  Sea shore area, sun rise/sunset, Mathur Aqueduct (Thotti palam), Udayagiri Fort, Vattakottai Fort, Thirparapu Falls, Padmanabhapuram Palace, Muttom Beach, Sanguthurai Beach, Keeripaarai, Maruthuvaal Malai, Ullakaarvi Waterfalls

                       Nagercoil is the headquarters of the state owned Arasu (Government) Rubber Corporation and the regional office of the Central Rubber Board. The Indian Space Research Organization (ISRO)) has a testing facility for Cryogenic and Liquid Propulsion rocket engines on the Mahendragiri hills, (on the Western Ghats) of Nagercoil. Rocket scientists and engineers from all over India work at this facility, called the Liquid Propulsion Systems Centre (LPSC), Mahendragiri. The town is center for the Koodankulam Nuclear Power Plant reactors, built with Russian assistance, which is situated in Tirunelveli district of Tamil Nadu, but it is very close to Nagercoil. The public sector Indian Rare Earths Limited (IRE) has a facility at Manavaalakurichy, near the Nagercoil. The Muppandal wind farm a renewable energy source, supplying the villagers with electricity for work. The surrounding area is a major centre for windmill renewable -energy production, and is one of the biggest centres in South Asia. Fish-net manufacturing is a growing business in and around the town; nets for commercial fishing are supplied to the domestic and export markets.

                                   Nanguneri, which is nearest to Nagercoil, Tidco planned to set up a Rs.700-crore Hi-Tech Industrial Park in association with the INFAC Group and Axes Technologies Inc, US. A joint venture company, ATMAC Ltd, was floated to set up the park. The government of Tamil Nadu has announced setting up of a Pharma park at the Special Economic Zone at Nanguneri in responding to the long standing demand of the pharma industry in the state. A 250 acre pharma park will be set up within the Nanguneri Special Economic Zone. The State Government has planned to earmark Rs.700 crore for creating infrastructure facilities.

                   There are software, research and development companies in Nagercoil. RedEgg InfoExpert Technologies offerings are sold in North America as MyMediaInfo, which is a media contacts database. Enrichware Systems is a solution provider in Information Technology services serving customers from the California and Chennai area since 2009. Compvue is an IT services company serving customers from the Los Angeles and San Francisco area since 2005. Small scale industries (cottage industries) include coir-making, floral trade, handloom-weaving, rubber products, food-processing units, and lace-making (export-oriented). Besides the supply of marine and agricultural produce to the overseas export-markets are also important economic activities, though primarily done through exporters or agents in Kerala.

                 In India, Tamilnadu is one of the railway neglected state. The total population is 7.2 crores and total area is 130,058 km2. Presently the available total rail route kilometer is 3761 and single track is around 3000 kilometers. The proposal for new route has been surveyed since independence have more than 3000 kilometers. The details are referred from white report of parliament.

           In Tamilnadu the most important route is Chennai – Trichy - Madurai- Kanyakumari(742K.M). In this route atmost all the districts are covered directly and indirectly.  The above route is the highest earning in southern railway Zone. Most of passengers avail this train route for the whole year and incidentally all the trains were fully booked with numerous waiting list i.e more than 200. Since it is a single track hence unable to introduce new trains in this route. In this route  major industries like Trichy BHEL, Koodankulam, ISRO and many other businesses and Chennai, Thoothukudi, Karikal  ports in Tamilnadu. The present track is a single track hence speedy goods transfer is a herculean task. Hence all the industries and business persons suffer a lot. The above route has the doubling track between Chennai Egmore & Chengalpattu Jn (56 km) and Dindigul Jn and Madurai (62 km) have already been completed and have become operational.

Gauge convention  on the Chengalpattu Jn - Villupuram Jn

                    It is learnt that the ongoing doubling work on the Chengalpattu Jn - Villupuram Jn section (103 km) is on fast track.  In fact, work on some portions of the section has already been completed and became operational. Work on the remaining portions of the section is progressing slow. The reason for slowness in this project is due to lack of funds. hence allot the necessary funds and complete the work immediately by 2013.

Dobuling of  Villupuram Jn - Dindigul Jn (271 km)

                     Similarly, the doubling work on the section between Villupuram Jn - Dindigul Jn (271 km) is also progressing well. Contracts for many works including construction of major and small bridges have been awarded and certain portions of the section have already been completed, while the work for remaining portion is progressing slow. The reason for slowness in this project is due to lack of funds. hence allot the necessary funds and complete the work immediately by 2014.

Doubling between Madurai and Kanniyakumari (246 K.M)

               During the yesteryear's the Indian Railway in different phases announced doubling between Chennai Egmore and Madurai. But beyond Madurai, the fate of doubling is not known. The Railway Ministry had already sanctioned the survey for the doubling of the section, but the work is not yet started for reasons unknown to us. Though Southern Railway had endorsed and acknowledged that the Chennai Egmore-Kanniyakumari 246 K.M stretch is the highest revenue earning sector of the Southern Railway, the Indian Railway has not come out with any plan to make the Madurai-Kanniyakuamri and Vanchi Maniyachi-Tuticorin stretch  double line.  Moreover, the above said stretch is already saturated and the railway is struggling to introduce any new trains or services. It should also be remembered that Tuticorin and Cochin ports have the rail connectivity to this line. Moreover, the upcoming Vizhinjam Container port will also be connected to this line. 

                  It is, therefore, requested to take necessary steps on war foot to double line  the Madurai-Kanniyakuamri stretch to enable easy goods transport as well  as passenger transport. We strongly believe that if the survey-work is carried out promptly and the report is submitted to the Railway Board on time, it would be appropriately approved by all the concerned quarters and subsequent sanction would be accorded in the next railway budget 2013-14, considering the necessity and reality of the project.   If this project is sanctioned in the next budget, the doubling work on the Madurai-Tirunelveli-Kanniyakumari section would also be completed at parallel with other sections of the Chennai-Kanniyakumari route and the entire 738 km long Chennai-Kanniyakumari main trunk route will become enabled doubling by end of 2014 that would facilitate the Indian Railways (IR) to operate more trains to south Tamilnadu from all over India. 

                       We, therefore, kindly request you to take relevant and favorable steps to improve the railway infrastructure in Tamilnadu, as early as possible.
